April 2007 Board Meeting - Open Session and Financials

MINUTES OF THE BOARD OF DIRECTORS MEETING

APRIL 16, 2007

Also present was Susan Vandagriff representing VanMor Properties, Inc and two members* (homeowners/residents) of the Ashton Village Homeowners Association, Inc.

The meeting was called to order at 7:00 pm

The agenda was approved and submitted

Russell Hawbaker made a motion to accept the minutes of the Board of Directors meeting held on March 19, 2007 with corrections.  The motion was seconded by Michael Gould and unanimously approved.

COMMITTEE REPORTS:

Pool:  Management reported that Sweetwater Pools had agreed to reimburse the Association for one months water bill since they let the pool overflow again.

Swim Team:  No Report

Tennis Court:  No report and no discussion of reissuing keys on an annual basis.  Put on next months agenda.

Playground:  Russell Hawbaker painted the merry-go-round and playground equipment.   He agreed to continue to lock and unlock the playground gate.  He also agreed to solicit additional bids for signs.  It was agreed that the park sign should have hours posted on it.

Beautification:  No Report

Yard of the Month:  The signs were  seen in the neighborhood.

Newsletter/Website:  No report

Community Affairs:  No report

ACC:  No applications were received this month.

Deed Restrictions Amendment (Ad-Hoc):  Michael Gould will take a residents suggestion to allow metal roofs into consideration when work on future amendments.

OPEN HOMEOWNER DISCUSSION:  A resident/homeowner of the Ashton Village Subdivision stated that due to the recent vandalism and break-ins the Board should consider cutting back on expenses such as life guards in order to have funds to hire a courtesy patrol.   The Board advised that the Association had already signed a contract for Life guards for 2007.  The alternative would be to budget for courtesy patrol in 2008 or try to get a Special Assessment approved by the homeowners.  After due discussion the Board agreed to investigate the possibility of a Special Assessment.

MANAGER'S REPORT:  Susan Vandagriff presented the Management Report.  The Deed Restriction Report was reviewed.  The status report was discussed during closed session.

UNFINISHED BUSINESS:  Due to budget constraints John Hunter made a motion to accept the proposal from Property Service to install the self closing latch on the playground gate at a cost of $285.00 and to hold off on all other repairs on the bid summary.  The motion was seconded by Russell Hawbaker and unanimously approved.

NEW BUSINESS:  Russell Hawbaker recommended that the Board make more of an effort to get volunteers to do some of the improvements to the neighborhood.  He reported that an Ashton Village residents/homeowners son would like to do some work for a Boy Scout project such as power washing the building.  A Board Member volunteered his chainsaw for tree trimming.

It was noted that Royal Disposal is doing better in picking up the trash.

The next Board Meeting was scheduled for May 21, 2007.

There being no further business, the meeting was adjourned at 8:05 pm.
