March 2007 Board of Directors Meeting - Open Session and Financials The below Meeting Minutes have been re-typed for ease of posting on this page. *The names of Residents in attendance have been removed as a measure to protect their identities on the internet.* Where these changes have occurred, the text is color is blue . ASHTON VILLAGE HOA MINUTES OF THE BOARD OF DIRECTORS MEETING March 19, 2007 PRESENT: ABSENT: Russell Hawbaker Michael Gould Al Flores John Hunter Samuel Whitley Also present was Susan Vandagriff representing VanMor Properties, Inc. The meeting was called to order at 7:00 pm The agenda was approved with the following additions:
It was noted that the minutes of the Board of Directors Meeting held on November 20, 2006 were approved by Unanimous Written Consent on February 23, 2007. COMMITTEE REPORTS: Pool: The Board set pool tag registration dates as follows: May 19th and May 26th from 10am-2pm. Russell Hawbaker agreed to hand out tags on May19th and Al Flores agreed to hand out tags on May 26th. John Hunter, Samuel Whitley and Michael Gould will volunteer for a few hours to relieve Russell Hawbaker and Al Flores. John Hunter agreed to edit last years notice and will make copies of the pool notice. Board members will hand deliver the notices on May 5, 2007. Russell Hawbaker made a motion to accept the proposal from Sweetwater Pools in the amount of $160.00 to make repairs to the pool light. Swim Team: No report. Tennis Court: John Hunter and Russell Hawbaker to check the tennis court lights and agreed to contact management if a contractor would be need to be contacted. Playground: It was noted that a heavy duty, self closing/self latching gate needs to be installed. Management agreed to get bids. Beautification: Management agreed to check the landscape contract regarding mulch and flower costs. Management to solicit bids for dirt and grass to be added to the tip of the esplanades at Richmond and Dairy Ashford and will email the Board with the information. Yard of the Month: No Report. Newsletter/Website: Russell Hawbaker agreed to talk to web developers and will report back to the Board next week. Community Affairs: No report. ACC: It was noted that the committee received one application this month. It was noted that the Homeowner at (address removed) recently painted and installed a new fence. Management agreed to send a letter to the homeowner to request they submit an ACC application for approval. Deed Restrictions Amendment (Ad-Hoc): The Board will review Michael Gould's recommendations at next months meeting. OPEN HOMEOWNER DISCUSSION: It was reported that the homeowner across the street from XXXX Ashlock has a basketball goal in the street. Management agreed to send a letter to the homeowner. It was reported that a 19-yearold broke into a home in the community and passed out in a bathtub in the home. MANAGER'S REPORT: Susan Vandagriff presented the Management Report. The Deed Restriction Report was reviewed. The report was discussed during closed session. UNFINISHED BUSINESS: John Hunter advised he would be available to go to the Management Office to set up the credit card system. Management agreed to contact Mr. Hunter to schedule a day and time. It was agreed that the Homeowners would need to contact the City of Houston 311 Helpline to report standing water in the street. The information will be provided to homeowners via the website. Management was requested to have the Association Attorney send a letter to AT&T to make electric repairs at Dairy Ashford and Westpark. NEW BUSINESS: It was agreed to accept the proposal from Simpson's Tree Service to trim the trees at the clubhouse for a cost of $1082.50. Management was requested to get bids to trim the trees along Westpark. John Hunter agreed to show the contractors which trees need to be trimmed. It was requested that Management contact the Management Company for Ashford Park to find out how many homes are in their community and to see if they will give their Board the contact information for the Ashton Village HOA Board. Management agreed to find out what the annual cost for the contract is and how many cops patrol. Russell Hawbaker made a motion to accept the proposal from Property Services to remove the graffiti from the playground equipment and wooden fence at a cost of $715.00 plus tax. The motion was seconded by John Hunter and unanimously approved. The Board reviewed the bid from Stanley Signature Products to replace the sign (Richmond @ Diary Ashford) at a cost of $5895.00. Management will find out if police report can be picked up at the Westside Command Station. If it has to be picked up downtown, Samuel Whitley agreed to take care of it. If the police report shows the driver did not have insurance, Management will turn over to the association's insurance agent. If there was insurance, Management will contact their agent to file a claim and will monitor for payment. If the other insurance company does not provide payment within 60 days, Management will report it to the association's insurance agent to pursue. John Hunter made a motion to table the bid in the amount of $525.00 for security cameras. The motion was seconded by Samuel Whitley and was unanimously approved. It was requested that Management contact the File Room to see if they can bill annually instead of monthly. It was noted that Royal Disposal throws the cans and do not replace the lids. Management agreed to contact Royal Disposal to file a complaint. It was noted that the Mobil Station does have a permit to sell cars. Homeowners are encouraged to contact City of Houston Council Member Pam Holm and invite her to attend a pool registration to meet Ashton Village Homeowners. The next Board meeting was scheduled for April 16, 2007. There being no further business, The meeting was adjourned at 8:45pm.
